A cartel is a group of companies. They are founded by a CEO, a player. A cartel can have 251 players at maximum. They have levels up to 5 which depend on the number of companies they represent.

There is a chance that in the biggest 5 there are much inactive members. Transporter, the developer of TT, is working on an option for CEO's to remove members from the cartel
Activity of cartels
On the TT forums, there are some complaints that many of the smaller cartel CEO's are inactive. What will be done to protect this, isn't known yet.
